
On January 14, the University of International Business and Economics and Social Sciences Academic Press jointly launched the “Blue Book of Urban Community: Annual Report on the Construction and Development of China Urban Community (2025)”. Centered on the annual theme of “Health, Friendliness, Safety, and Property Services,” the report examines both challenges and innovations in urban community building, development, and governance.
The Blue Book highlights Party-building as the cornerstone of modernizing grassroots governance systems and capacities. It underscores the importance of upholding the Party’s comprehensive leadership, adopting a people-centered approach, strengthening institutional frameworks, and fostering innovation. The report recommends advancing urban community governance modernization through five key measures: strengthening organizational structures, cultivating professional teams, developing collaborative platforms, consolidating resources, and building distinctive community brands.
Furthermore, it encourages communities to design tailored activities that resonate with residents and reflect local characteristics—creating a “one community, one identity” Party-building brand. By addressing residents’ pressing concerns and refining service delivery, such efforts can help interlink individual initiatives into cohesive networks, expand their reach, and foster a broader, integrated model of Party-led community governance.
