Shanghai Academy of Social Sciences Releases “China Think Tank Report (2025)”

On April 15, the Launch Ceremony of “China Think Tank Report (2025)” & Seminar on the Development of High-Level Science and Technology Think Tanks was held at the Shanghai Academy of Social Sciences (SASS). The conference unveiled the “China Think Tank Report (2025): Self-Reliance and Self-Strengthening in Science and Technology and the Development of High-Level Sci-Tech Think Tanks in China.  

The Report points out that as international competition in core technologies in key fields increasingly manifests as a contest of strategic foresight and judgment, the functional value of science and technology think tanks as the "strategic brain" of the nation has become more critical than ever before. Although China's sci-tech think tanks have developed a systemic feature of "comprehensive integration," they still face challenges such as insufficient support for innovative talent, low rates of research translation and application, and relatively rigid institutional mechanisms. The Report recommends reforms and innovations in areas such as enhancing internal core competitiveness, building a think tank development ecosystem, and strengthening the capacity to participate in global science and technology governance, so as to contribute wisdom and strength to achieving high-level self-reliance and self-strengthening in science and technology and building a leading power in science and technology.
