The Essence of National Modernization Resides in the Modernization of “People”

In his contribution to the “Jianghan Tribune” May 2024 issue, Huang Shao’an states that the modernization of various nations and ethnicities shares a common core, which includes industrialization, urbanization, market-based resource allocation, the modernization of the state governance system, and the modernization of national mindsets, scientific literacy, and cognitive abilities—collectively referred to as the modernization of “people.” The modernization of “people” serves as the bedrock for all other facets of modernization. 
 
The concept of the modernization of “people” is multifaceted, encompassing beliefs, intellectual quality and methodologies, scientific literacy, cognitive skills, and behavioral capabilities, with the most essential aspect being the “modernization of mindsets.” It is imperative to adopt progressive educational philosophies to enhance education, enlighten the public, and liberate the thought. Additionally, establishing systems that protect and motivate the accumulation of both material and human capital, and that stabilize the wealth and knowledge creation expectations of various stakeholders, is of paramount importance.
