Time Utilization through the Lens of Public Policy 
 
In an article published in “Social Sciences in Chinese Higher Education Institution” 1st issue of 2025, Xing Zhanjun and Wang Jiajia highlight that time utilization is a crucial indicator of residents' quality of life. Research on residents' time utilization from the perspective of public policy transcends mere time measurement, focusing more on the quality and subjective experience of how time is used. It emphasizes the importance of freedom, quality, and equity in time utilization.  
 
From the perspective of public policy, current residents' time utilization faces several challenges, primarily manifested in work-life conflicts, the alienation of free time, and the excessive consumption of non-productive time. To address these issues, a collaborative effort is needed from the state, society, and individuals. It is essential to focus on the policy design and institutional support for time utilization, enhance conceptual guidance and social support mechanisms, and continuously improve individuals' literacy and capacity in effectively utilizing their time.
