At present, China's statistical system has not met the needs of Chinese modernization as its statistics cannot cover all aspects involved with Chinese modernization and there are some problems such as deficiencies in statistical data, low frequency of and a lag in data release which cannot meet the new situation and new needs of statistical monitoring in a new era and on a new journey. In order to consolidate the data foundation of statistical monitoring under Chinese modernization, it is urgent to accelerate the improvement and innovation of statistical system and methods, continue to reinforce the effective connection between national and local statistical data and constantly optimize and improve the statistical monitoring and evaluation system.
The first is to clarify the reform and development direction of statistics. We shall deeply grasp the Chinese characteristics and essential requirements of Chinese-style modernization, understand strategic goals, tasks and paths, and make clear the fields and directions where there are data needs and statistical system and methods have to be improved.
The second is to strengthen the infrastructure of statistics at the basic level. Based on the needs of Chinese modernization, we shall speed up the reform of statistical system and methods, and establish and improve statistical classification standards of our country. We shall strengthen the overall quality management of statistics, enhance the standardization of statistics, consolidate the foundation of statistics at the basic level, continue to reinforce the effective connection between national and local statistics, and promote the high-quality development of statistics.
The third is to improve the modern statistical survey system. Based on the needs of Chinese modernization, we shall sort out the current statistical survey indicators to find data gaps. We shall reform the current statistical survey system, add statistical survey indicators that can reflect new development pattern, supply-side structural reform, high-quality development and Chinese modernization, and establish a sound statistical survey index system.
The fourth is to promote the development of "big data +" statistics. For the new economic areas where governmental statistics have not yet realized effective information capture, big data technology will be used to obtain mobile phone data and geospatial data to expand the scope of statistical monitoring. In view of lagging and low frequency of data release in government statistics, big data technology will be used to obtain statistical data, support quarterly and monthly monitoring and evaluation, and improve the release frequency and timeliness of statistical indicators. For Chinese modernization-related multidimensional data processing, classification of new industries and new formats, evaluation and screening of indicators, statistical analysis and indicator screening will be carried out by means of data mining, machine learning methods and dynamic interaction techniques.
The fifth is to innovate in statistical systems and methods in key areas. We shall boost the reform of statistics for investment in intellectual property products, establish accounting systems and methods for digital economy, strengthen statistics of industrial chain and supply chain security and new development patterns, and promote statistical accounting of the service sector, global economy and social capital.
The sixth is to boost statistical accounting for national economic and social development. We shall further improve the unified accounting of gross regional production, population employment statistics, household consumption and revenue & expenditure statistics, establish and improve the accounting of people's well-being and generational accounting, and strengthen statistical accounting of green development, sustainable development, energy conservation and emission reduction.
The seventh is to improve comprehensive statistics of the financial industry. In order to ensure financial security, China needs to establish a comprehensive statistical system covering all financial institutions and all financial businesses to achieve high-quality development of financial statistics. We shall improve laws and regulations on financial statistics, establish a comprehensive statistical mechanism for the financial industry, and strengthen the design of comprehensive statistics for the financial industry.
The eighth is to strengthen statistical information technology. We shall make active use of modern information technologies such as the Internet, big data, cloud computing and the Internet of Things to profoundly change the way of statistics, build platforms for statistical data collection and reporting, data transmission and exchange, data storage and management, information publication and sharing and statistical administration, and realize the digitalization, networking, intelligence and cloud of the whole process of statistical work of Chinese modernization.
