Enhancing the Strategic Pathways for Prioritizing Health Development

Amidst the new round of technological revolutions and the comprehensive advancement of "Healthy China" initiatives, it is essential to proactively grasp the patterns by which new productive forces empower the "Health Priority Development Strategy." In practical implementation, a conscious effort should be made to construct an effective "four-in-one" approach. This approach is supported by new types of workers, driven by revolutionary breakthroughs in health technology, carried by the deep transformation and upgrading of the health industry, and secured by a new system of production, thereby enhancing the effectiveness and impact of the "Health Priority Development Strategy."
 
The new system of production is a set of production relations that emerge alongside the development of new qualitative productive forces, providing a solid institutional foundation for the health priority development strategy. 
 
Firstly, a health governance system "focused on the people's life and health" shall be established. The reform of the science and technology system should be guided by "focusing on the people's life and health," injecting vitality into the reform of the medical system. The medical system reform should rely on the platform built by the reform of the science and technology system to create a unified medical governance model that is systematic, stratified, and grassroots-based, and to improve the collaborative governance system of "social co-governance, medical prevention collaboration, and integration of medical prevention." Emphasis should be placed on advancing the construction of public health systems and primary medical service systems, forming a multi-faceted health governance force of closely-knit medical consortiums, and establishing a comprehensive health governance system "focused on the people's life and health." 
 
Secondly, the rational allocation of medical resources "centered on people's health" shall be refined. Relying on the information-sharing platform built by digital and intelligent technologies, conditions should be provided for the expansion and distribution of high-quality medical resources and the improvement of the tiered diagnosis and treatment system. Active encouragement of original medical technology innovation is needed to provide technical support for "perfecting the development mechanism of innovative drugs and medical devices." The construction of "smart healthcare" should be used as an opportunity to accelerate medical system reform, making full use of big data, artificial intelligence, and other technologies to achieve interaction between patients, medical staff, medical institutions, and medical equipment, providing a technological system guarantee for refining the rational allocation of medical resources "centered on people's health" and the construction of medical and health service systems. 
 
Thirdly, the health governance mechanism of "great health and great healthcare" shall undergo innovation. Innovation in the medical reform mechanism should permeate every aspect, including consumption, distribution, management, and supervision. Specific measures mainly include: continuously implementing price mechanism reform for medical consumption, establishing a charge mechanism led by medical services; improving the compensation distribution system for a fair health talent distribution mechanism; improving the talent management mechanism, establishing a dynamic adjustment mechanism for establishment; improving the medical supervision mechanism, and innovating medical and health supervision methods; promoting the sustainable development of health, and perfecting the mechanism for the inheritance and innovation of traditional Chinese medicine to continue the vitality of the development of traditional Chinese medicine. The reform of the health governance mechanism is committed to systematic mechanism innovation with a "great health and great healthcare" approach that covers all staff, full coverage, and the entire process, ensuring the comprehensive enhancement of strategic capabilities and the comprehensive advancement of the “health priority development strategy.”
