Data Governance: Steering the Intelligent Transformation of Rural Areas

The foundations of data governance shall be strengthened. Firstly, enhance the supporting information infrastructure. On one hand, following the "new infrastructure planning and standard system" requirements put forth at the Third Plenary Session of the 20th Central Committee of the Communist Party of China, we aim to bolster digital infrastructure in rural areas. The focus is on increasing the prevalence and coverage of new information infrastructures such as 5G, the Internet of Things, and AI, thereby continuously elevating the digital and intelligent levels of sectors like water conservancy, logistics, and agricultural production. On the other hand, in line with the "perfecting the urban-rural integrated development system and mechanism" requirements, we prioritize the equal exchange and bidirectional flow of urban and rural elements to break down digital development barriers and enhance the intelligent interconnectivity of rural infrastructure. Secondly, build a digital talent force. In accordance with the "deepening of talent development systems and mechanisms," we implement mechanisms for talent training, recruitment, utilization, evaluation, and mobility. We will introduce talents precisely through various means, improve incentive mechanisms, innovate training models, enhance the practicality and relevance of digital talents, stimulate enthusiasm and innovation, and accelerate the cultivation of localized digital talent.
The development of data governance integration platforms shall be emphasized. Firstly, establish county-level big data centers. By constructing a county platform database and integrating county informatization resources, we promote the interconnectivity of platforms serving rural construction, break "information silos," and enhance resource allocation efficiency. Secondly, improve the computing power of county data center platforms. In accordance with the "improving the system and mechanism for developing new quality productive forces according to local conditions" requirements, we prioritize technological breakthroughs and accelerate computing services in various fields such as employment and elderly care in rural areas to achieve the dispatch and matching of resources and demands. Thirdly, explore the value of county-level data elements. Employ technological means to collect, integrate, process, and analyze big data, deeply mine rural data resources, and maximize the value of data. Fourthly, strengthen the security of county-level data centers. Ensure the system and data security of county-level data centers through solidifying safety responsibilities, enhancing management levels, and reinforcing technical support.
The data governance system standards shall be improved. Firstly, expedite the establishment of rural data resource property rights systems. Following the "improving the element market system and rules" requirements, we focus on facilitating the flow of production elements and efficient resource allocation, clarifying the ownership, usage rights, and operational rights of data resources, and providing protection for data collection, storage, circulation, processing, value-added, and monetization. Secondly, refine the rural data property rights protection system. In line with the "improving the property rights system" requirements, we construct a comprehensive property rights protection system that covers the entire lifecycle of data, legally protecting data property rights equally and perpetuity, while also regulating and constraining data fraud and monopolistic behaviors to promote effective protection and utilization of data. Thirdly, construct a rural data governance punishment mechanism. Emphasize the rigidity and authority of laws and systems, severely crack down on illegal activities that undermine the rural data application ecosystem, and strengthen publicity and guidance to foster security awareness among rural data governance entities, promoting the lawful, compliant, and rational application of big data.
